Raouf serves as the Chief Executive Officer of EcoCare, guiding the company's vision in digital health and hybrid care infrastructure.
Raouf has 35 years of experience in outpatient and inpatient healthcare services across multiple countries. Prior to founding Primary Care Group LLC, Raouf founded TruDoc 24x7 LLC in Dubai in 2011. The company grew to serve more than 3.7 million paid subscribers across five countries before he sold it in late 2023.
In 1989, Raouf founded and served as Chairman and CEO of multiple healthcare providers, including Professional Home Health Services (PHHS), a California company providing home health, home infusion, hospice, and durable medical equipment. PHHS was sold to Option Care Inc., a national home infusion company, in 2001.
In 2002, Raouf developed an innovative clinical model in the US market focused on 24/7 access to doctors' home visits for chronically ill patients, providing more than 40,000 visits per month across six states. In 2004, he added hospitalist programs in multiple hospitals to link inpatient and outpatient care. Raouf also developed a unique healthcare reimbursement model for high-risk patients and engaged multiple distribution channels.
PCG is the culmination of Raouf's 35-year career, evolving into a “24/7 Integrated Inpatient and Outpatient Continuum of Care” for chronic and acute patients who account for 90% of healthcare expenditures.
